In 2026, five inputs that plant plans depend on moved at the same time: routes in the Middle East, fuel and feedstock in Asia-Pacific, duties in North America, rules in Europe, and budgets in Latin America.
Every maintenance schedule, shutdown plan, and commissioning sequence rests on assumptions about inputs like these: a route is open, fuel arrives, a part costs what it cost last quarter, a rule takes effect on a known date, the budget holds. When one changes, the plan has to change with it, and the planner is the person who finds out what that means for Tuesday's jobs.
Each shift lands on the plant as its own problem. Contractors get pulled toward repair work. A shutdown window has to move. A planned purchase carries a new duty. An audit date is fixed on the calendar. A budget moves and someone has to say which work can wait.
This post goes region by region. For each, it covers what changed, what lands on the plant, and which Prometheus Group products address it. The last section covers permits, isolations, and contractor onboarding, which change with every re-plan.
The U.S. Energy Information Administration estimates that crude production shut-ins across the Middle East averaged 4.8 million barrels per day in September, down from 5.8 million in August and a peak of 10.9 million in May. Brent crude, the global oil price benchmark, touched $131 a barrel on September 15 after attacks on the East-West pipeline that bypasses the Strait of Hormuz. The agency expects the majority of Middle East production to return to pre-conflict averages by the end of the second quarter of 2027.
Traffic through the Strait is still thin. The Joint Maritime Information Center reported 101 US-facilitated transits between October 22 and 24, with about 492 vessels waiting outside the Strait. Its historical baseline is about 138 transits a day.
For a plant planner, the repair timeline matters more than whether the Strait is open. Rystad Energy puts the cost of repairing war-damaged energy infrastructure in the Middle East at as much as $58 billion and finds that access to equipment, contractors, and logistics is the key limiting factor. The same equipment and contractors are already committed to a wave of LNG and offshore projects sanctioned since 2023. On most major assets, Rystad says, delays in equipment delivery define the critical path.
On the plant, that arrives as pressure on contractors, long-lead equipment, and commissioning dates.
Capital projects. Prometheus Co-Console tracks completions by system, area, or package and builds digital turnover packages. Prometheus Project & Portfolio Management (PPM) adds change requests, contingency tracking, and handover readiness for functional locations and equipment deliverables. Prometheus Intelligent Drawings builds the asset register from the drawings and cross-references it against the Master Equipment List.
Contractor management. Prometheus Contractor Management verifies contractor skills, certifications, and insurance before work begins, projects resources by craft and shift, and manages complex shift assignments.
Upstream schedule optimization. Prometheus Decision Support & Optimization (DSO) shows how a change in rig availability or commodity prices affects the drilling schedule. Teams can simulate rig reductions, compare operating options, and evaluate well sequence scenarios before committing to one.
A global engineering and construction contractor for LNG, refining, and offshore projects uses Co-Console and Doc-Console for commissioning, completions, and handover. It reports less rework, time saved preparing inspection packages such as pipe test packages, and delay-related litigation prevented through better processes. Its Global Completions Lead puts it this way:
"We now always have the one-to-one relationship between what the documents are saying and what the database is saying, which makes handovers and turnovers flow a lot quicker for us."
A consortium-operated offshore sour-crude producer shows the contractor squeeze from the other side. Experienced contractors in its region were shared among all the regional producers, so the producers agreed informally to call on them only at each facility's agreed time. Its window was April to May, and moving the turnaround would have meant no contractors at all. The team froze scope, tested it against the time available, and released materials through its planning tools. The turnaround finished on time and under budget, with a safety record ranked internationally against other turnarounds, and modifications made during it raised oil production by 7%. The case dates from 2019.
Long-lead equipment is the one input none of these tools touches. Nothing in a scheduling or completions system shortens a turbine's lead time. What the tools can do is show which commissioning milestones depend on equipment that is still in a queue.
About 20% of the world's LNG supply moved through the Strait of Hormuz in 2025, and Asia carries most of that exposure. The International Energy Agency reports that almost 90% of the LNG exported through the Strait went to Asian buyers, accounting for more than a quarter of the region's total LNG imports. The Ras Laffan facility in Qatar, the world's largest liquefaction facility, has been offline since an attack on March 2.
Later strikes damaged two of its LNG trains, which Rystad Energy says cut Qatar's LNG export capacity by about 17%. The IEA adds that spot gas prices in Asia and Europe reached their highest monthly averages since January 2023 in March, that the damage in Qatar is set to delay the anticipated global LNG supply wave, and that refiners outside the Gulf are curtailing runs over feedstock availability.
For a plant, a change in fuel or feedstock supply arrives as a change in run rates and a question about the shutdown window. New LNG builds and legacy units in the region also compete for the same slots, crews, and spares.
Outage and shutdown planning. Prometheus GWOS-AI lets planners test outage and shutdown scenarios before committing to one. Prometheus STO Manager, the turnaround planning tool, shows how a change in crew availability affects the timeline right from the schedule, suggests scope based on ERP revisions and past turnarounds, and brings schedule optimization from DSO back into Primavera P6. Planners review, accept, or override every suggestion.
New builds. Prometheus Co-Console and Weld-Console track completions and welds so every weld is verified, tested, and packaged for turnover.
Shared crews. Prometheus Contractor Management covers crews shared across sites.
One of the world's largest LNG producers uses RiskPoynt to label each safety barrier effective, partially effective, or impaired, which lets it prioritize repairs and corrective actions. It also uses barrier status in turnaround deferral decisions. Its Process Safety Engineer explains why:
"If you're going to defer a turnaround, you want to know what risk you have on your facility in terms of barrier impairments."
Messer, an industrial gas producer, shows the other side of the same problem. When unplanned downtime hits a plant that has pipeline delivery contracts, product dislocation and contractual costs follow. After moving to Prometheus Web Planning & Scheduling, Messer builds weekly plant schedules in under an hour, simulates schedule changes to see their impact, and reports about a 20% reduction in product dislocation and contractual pipeline delivery costs, along with fewer unplanned downtime events.
On April 2, 2026, a presidential proclamation made Section 232 duties on aluminum, steel, and copper products apply to the full customs value of covered articles, regardless of metal content, effective April 6. A June 1 proclamation then set the default additional duty at 25 percent for the aluminum and steel articles in its Annex I-C that are entered from June 8, 2026 through December 31, 2027. Lower rates apply to products of the European Union, Japan, the Republic of Korea, the United Kingdom, and several other jurisdictions, and USMCA-qualifying goods from Canada and Mexico follow a separate calculation.
For a plant, a duty is a purchasing decision attached to a planned job: order now, defer, or substitute. Making that decision well takes three answers. What do we already have? What else would fit? Where else can we buy?
What do we already have. Material records that carry country of origin and supplier show which parts a duty change touches. Prometheus Master Data as a Service (MDaaS) cleans up material records so each part number has the correct classifications and approved vendor suppliers, and its Data Health Assessment quantifies how data quality drives maintenance delays, equipment downtime, and excess MRO cost. SAP Master Data Governance (MDG) removes duplicate records and obsolete inventory and keeps data consistent through approval workflows. That way a planner does not discover a stocked part after the purchase order goes out.
What else would fit. The Material Shopping Cart in GWOS-AI Order Planner lets planners search by classification, so the part they pick matches the original in fit and function, and pull from different vendors.
Where else can we buy. Prometheus GPO, the group purchasing organization, adds more than 50 pre-negotiated direct contracts covering MRO, process parts, fuel and propane, HME parts, and equipment rental. The contracts run alongside existing vendors, so a buyer can widen its supplier base without replacing the vendors it already uses, and Prometheus reports savings of 5 to 40% through group purchasing power. A group purchasing contract leaves the duty in place and gives planners a wider set of suppliers to pull from.
Materials are where this usually breaks down. A large US refiner's ERP system, SAP, could not track materials once they were received, contractors were losing materials, and its scheduling tool, Primavera P6, had no way to represent materials at all. Its turnaround team now plans materials job by job in Prometheus STO Manager and tracks them to a dedicated turnaround location after receipt. Materials go out as kits or individually, and kit status shows in STO Execution, so the 36-hour look-ahead shows which upcoming jobs have what they need. Coordinators can also see promised delivery dates for hard-to-get specialty equipment, which lets them start expediting early.
Chevron shows what trusted records are worth. In 2020, it had four legacy ERP systems it could not connect other tools to, so planners exported data to spreadsheets, reworked the schedule there, and shared it for review. The company moved to SAP S/4HANA and added Prometheus Planning & Scheduling, MDG, and Reporting & Analytics. MDG standardizes master data across business units through an approval workflow whenever new assets, materials, or other data are added. A scheduling process that used to take four days can now be completed in a day or less, and the company has a single source of truth in SAP S/4HANA. Its first digital transformation attempt had failed because maintenance end users were not brought in as subject matter experts. A Maintenance Specialist at Chevron describes the result:
"I can pull up scheduler right now for any facility and I can find a job, look at where it's at and see the impact on resources quickly without having to click in or dive in."
The same approval step works in the field. An interstate natural gas pipeline operator in North America lets field staff correct missing or wrong asset attributes in Prometheus Mobile, even offline. The changes are held for review, and only after an asset manager accepts them are they written to Maximo.
Messer North America reports more accurate spare part balances and a higher probability that materials are consumed in the right order and quantity after moving to Prometheus Mobile EAM. In an earlier phase, using Prometheus ERP Advanced and Mobility, it reported reducing spare parts inventory holdings by 30%.
In Europe, the input is a calendar. Several rules take effect on known dates, and one set of dates is now under review.

These rules are written for gas importers and producers, and software alone cannot satisfy them. What sits underneath them is data: which assets exist, when they were inspected, what was found, what was done about it, and where materials came from.
Prometheus Reporting & Analytics pulls data from SAP, IBM Maximo, Oracle, and ABB and produces site or enterprise reports, including regulatory compliance tracking. SAP MDG keeps master data consistent. Prometheus Mechanical Integrity gives auditors a single current record per asset and turns findings into work orders with clear ownership. Prometheus RiskPoynt shows barrier status and supports audit readiness. Material records that carry country of origin and supplier show which parts an origin rule touches, such as the Russian aluminum import ban.
Gunvor, a global commodity trading company, runs turnarounds about every three years at its Ingolstadt refinery, and its teams spend roughly two and a half years documenting the equipment that needs work. Its challenges were that historical data from earlier events was hard to reach, scope could not be challenged and refined in time, scope kept being added after the freeze, and isolation management was not integrated. Now all turnaround history is stored and accessible, customized risk matrices show whether a scope belongs in the event, every participant can challenge scope, and isolation management sits inside the turnaround tool. Gunvor also reports closer adherence to schedule, faster identification of scheduling conflicts before they snowball, and more accurate work packages and materials lists.
Offshore operators face a second layer. The EU Offshore Safety Directive sets minimum requirements for preventing major accidents in offshore oil and gas operations, and the UK regulates through safety case regulations. Neither changed this year, and every re-plan has to stay inside them. A global energy major operating on the UK Continental Shelf adopted its barrier model after the UK Health and Safety Executive asked how it assesses the cumulative effect of risk across its assets and demonstrates control of them. It reports bow tie analysis for its asset safety cases, risk management aligned to IOGP standards, more visibility of operational risk for senior management, and earlier detection of interdependencies.
Bumi Armada, which operates a fleet of FPSOs including one in the UK North Sea, has used RiskPoynt since 2016 as its primary system for barrier and process safety risk. Offshore installation managers use it for daily shift handovers, the team reviews cumulative risk weekly, and it is the primary tool in annual third-party verification. After ten years Bumi Armada re-evaluated competing tools and chose to continue.
The region is moving in different directions at once. The EIA's October outlook has liquids production rising in Brazil, Guyana, and Argentina while Mexico slips.

Prices moved too. In January, the EIA forecast Brent at $56 a barrel for 2026 and $54 for 2027. Its October outlook has Brent averaging $96 in 2026 and $84 in 2027, against $69 in 2025.
Whatever budgets do next, the maintenance question is the same everywhere: what work can safely be deferred, and what is the evidence?
Risk-based prioritization. Prometheus RiskPoynt ranks scenarios and bad actors so resources go where risk is highest. Prometheus Mechanical Integrity prioritizes inspection effort by criticality and condition and tracks remaining life from thickness readings.
Condition monitoring. Prometheus RapidAPM adds remote monitoring services, in which Prometheus experts manage monitoring, model updates, and alerts, and built-in Value-at-Risk calculators that put a number on each avoided failure.
Capital planning. Prometheus DSO shows how capital-efficient a plan is, and Co-Console supports new start-ups.
Latin America's largest energy company brought real-time barrier management to its refineries, offshore platforms, and plants using RiskPoynt and the bow tie method. Sixty-three assets are live, with 21 primary systems integrated, 14,742 bow ties elaborated, and the model refreshed daily in a window of five and a half hours. One of its three mandates was to prove control of asset integrity during abnormal situations. It reports an integrated view across management systems, comparison between units that surfaces systemic problems, identification of bad actors to prioritize when treating deviations, and fewer management shortfalls. Its plans include AI-based prediction of events, which remains a roadmap item.
"When you can rank every scenario by its current status, resource decisions stop being arguments and start being evidence."
Each region is dealing with a different input, and the question at the plant is the same: when something changes, how fast can you re-plan, and can you trust the data you are re-planning with? If your team is working through any of these five shifts, Prometheus Group would like to compare notes and share what is working for similar organizations.
